From the OFAC notice:

Removal of 32 bit .exe SDN Archive

On or about March 3, 2014 (in approximately 90 days), OFAC will cease issuing its SDN data files in the 32 bit self-extracting archive known as “SDALLW32.EXE.”
OFAC will continue to provide and update the 32 bit .zip archive known as “SDALL.ZIP.” The SDALL.ZIP archive contains 42 files including XML, CSV, @ sign delimited, fixed field delimited, and text versions of the SDN list. Users may find more information about OFAC’s Specially Designated Nationals List data and file formats at the following URL:
OFAC understands that this change may impact automated SDN download processes and recommends that list users take steps to alter these processes to utilize the alternative .ZIP file. To provide feedback on this change please, email OFAC at O_F_A_C@treasury.gov
