At the same time, the EU also issued Council Regulation (EU) No 476, which broadened the sanctions capability of the program:
In addition the Council has broadened the legal basis for EU restrictive measuresthrough Council Regulation (EU) 476/2014. It added the possibility of targeting personsassociated with actions and policies undermining stability or security in Ukraine as wellas with obstructing the work of international organisations in the country, and entitieslinked to such persons. The Council also provided a legal basis for asset freezes on entities in Crimea and Sevastopol which have been confiscated, or entities which havebenefited from such confiscation.
